Srinagar: The Jammu and Kashmir Legislative Assembly on Monday witnessed brief uproar after Speaker Abdul Rahim Rather rejected an adjournment motion moved by Peoples Conference chairman Sajad Gani Lone, who sought a special discussion on the government’s handling of the reservation policy.

Raising the issue immediately after the Question Hour, Lone urged the Chair to suspend the scheduled business and allow the House to debate what he termed a looming crisis. “This reservation policy is a post-dated cheque for disaster,” Lone remarked.

The Speaker, however, turned down the request, ruling that the motion was inadmissible under the House rules. He said an adjournment motion can only be considered on matters of recent and urgent public importance, which, he said, did not apply in this case.

“This issue has been deliberated earlier and is currently under the consideration of a committee already constituted by the government,” the Speaker said. He further added that the subject could also not be taken up for discussion since it is sub-judice.

“As per the Rules of Procedure and Conduct of Business, the matter does not qualify as a recent occurrence, and it is also before the court. Therefore, the adjournment motion cannot be admitted,” he ruled.
