SRINAGAR: A shortage of office space at Srinagar’s sub-registrar centres has forced applicants seeking land sale and purchase registration to wait in open areas, the Revenue Department told the Legislative Assembly, and the administration has moved to construct a dedicated Registration Bhawan after granting administrative approval for the project.

Officials said Srinagar currently hosts five sub-registrar offices — Sub-Registrar Srinagar, Sub-Registrar Srinagar Khas 1, Sub-Registrar Srinagar Khas 2, Sub-Registrar Srinagar East and Sub-Registrar Srinagar West — many of which are operating from borrowed or rented premises with inadequate public waiting facilities. One office functions from the AC Nazool Srinagar unit inside the Deputy Commissioner’s complex and officials described the space there as insufficient. Other offices are run from the SDM East and SDM West offices or from rented accommodation at Shaheed Gunj, the reply states.

The department has initiated the process of establishing a dedicated Registration Bhawan in Srinagar, which will include three sub-registrar offices. Administrative approval of Rs 1,073.1 lakh has been conveyed to the R and B Department to take the project forward, the reply said.

The current arrangement, the Assembly record shows, requires some registries to share waiting areas in departmental offices or to rely on limited rented space, increasing pressure on applicants at peak hours. The government reply acknowledged the lack of space at certain locations and set out the Registration Bhawan as the remedial measure now under execution.

The move to build a consolidated facility follows complaints that applicants are compelled to wait outdoors. The Revenue Department reported the approval to R and B as the next step; no timeline for construction or a completion date was provided in the Assembly reply. The department declined to state whether interim arrangements will be made to provide covered waiting areas while construction proceeds.
