SRINAGAR: A total of 97,260 applications have been received and 25,160 rooftop solar systems installed in Jammu and Kashmir under the PM Surya GharMuft Bijli Yojana since its launch in February 2024, with Rs 182.21 crore disbursed as Central Financial Assistance (CFA) to beneficiaries in the Union Territory, the Union Government informed the Rajya Sabha.

Most of the refill stations run by the Oil Companies in Kashmir have solar power to manage their energy requirements.

Replying to an unstarred question by MP Sat Paul Sharma, Minister of State for New and Renewable Energy Shripad Yesso Naik said the scheme is demand-driven and available to all residential consumers with grid-connected electricity under the local DISCOM in Jammu and Kashmir.

According to the Ministry, the rooftop solar initiative was launched in February 2024 and applications are submitted through the National Portal of the scheme.

Year-wise data provided by the Ministry of New and Renewable Energy shows that between February 13 and December 31, 2024, a total of 7,097 applications were received in Jammu and Kashmir, out of which 560 rooftop solar systems were installed, with Rs 2.53 crore released as central assistance.

In 2025, applications rose sharply to 76,146, leading to the installation of 17,939 rooftop solar systems, while Rs 128.23 crore was disbursed to beneficiaries under the subsidy component.

From January 1 to March 5, 2026, the UT recorded 14,017 applications, 6,661 installations, and ₹51.45 crore in central assistance released.

The Minister informed the House that the Ministry is regularly monitoring the progress of the scheme at different levels, including coordination with DISCOMs. Regional review meetings are also conducted periodically. The programme is being implemented with the support of REC Limited, which acts as the National Programme Implementing Agency.

To accelerate rooftop solar adoption, the government has introduced several measures, including an online application-to-subsidy disbursal system through the National Portal and collateral-free loans from nationalised banks at a concessional interest rate of repo rate plus 50 basis points, currently 5.75 per cent per annum, for a tenure of ten years.

The regulatory approval process has also been simplified by waiving technical feasibility requirements and enabling automatic load enhancement up to 10 kilowatts. Additional steps include vendor registration simplification, capacity-building programmes, and nationwide awareness campaigns through print, television and radio.

The Ministry has also established a grievance redressal mechanism, including a call centre operating in 12 languages with the helpline number 15555, to address issues faced by consumers applying under the scheme.
