SRINAGAR: The Mini Secretariat complex at Akhnoor is structurally complete but remains unfinished after Rs 435.50 lakh has been spent, the Revenue Department told the Jammu and Kashmir Legislative Assembly, adding that a further Rs 386.92 lakh is required to make the building functional.

Construction of the mini secretariat began in 2012. Officials said the shell of the complex has been completed, but finishing works could not be concluded “for want of adequate funding”. The department told the Assembly that the remaining work will be taken up once adequate funds are made available.

The project was originally estimated at Rs 900 lakh, the reply added. The department said an amount of Rs 435.50 lakh has already been incurred against that estimate, and that Rs 386.92 lakh remains necessary to complete and operationalise the complex.

During a departmental review of pending and incomplete Revenue Department buildings on July 25, 2025, the Chief Minister issued directions to accelerate action on unfinished works. District authorities have been asked to submit fresh project proposals in the next financial year and to furnish revised proposals and documentation as per prescribed guidelines, the department said.

The Revenue Department noted that completion is contingent on earmarking and release of the additional funds. Until such funding is approved and released, finishing works and handover to users will remain on hold.
